QHSE Systems Manager

Exciting opportunity for an experienced QHSE Systems Manager to join our Corporate QHSE Team based in Brisbane or Melbourne.

The QHSE Systems Manager is responsible for ensuring the strategic development, governance, and continuous improvement of Webuild in Australia's integrated Quality, Health, Safety, and Environmental (QHSE) Management Systems, including the Clough Management System (CMS) and Branch Management System (BMS).

The role ensures compliance with legal, industry, and corporate standards while embedding a culture of operational excellence, risk awareness, and continuous improvement. This position plays a key role in maintaining accreditations, driving digital transformation in QHSE systems, and providing leadership across business units to support the successful implementation and alignment of QHSE processes across projects and operations.

Key Responsibilities

Strategic Management & Governance

  • Manage the planning, development, and oversight of QHSE Management Systems in line with ISO 9001, ISO 14001, and ISO 45001 standards.
  • Act as responsible authority on the CMS and BMS frameworks, ensuring alignment with HQ, corporate strategy, regulatory changes, and industry best practices.
  • Manage system integration initiatives across major projects and joint ventures to standardize and uplift QHSE management.
  • Compliance & Accreditation
  • Ensure ongoing compliance with WHS, environmental, and quality legislation, as well as accreditation bodies including the Federal Safety Commission, Rail, and Road Authorities.
  • Implement the QHSE audit programs across all operations, leading internal audits and ensuring timely resolution of non-conformance and continual improvement actions.
  • Serve as primary liaison with external auditors and regulators for system-related inquiries and reviews.

Systems Performance & Improvement

  • Support the digital QHSE systems strategy, including GLAASS and other platforms, to improve efficiency, data integrity, and user engagement.
  • Develop and drive performance dashboards, KPI frameworks, and QHSE analytics reporting to enable executive and operational decision-making.
  • Support cross-functional initiatives to improve document control, system workflows, and knowledge management.

Leadership & Collaboration

  • Lead a team of QHSE Systems Advisors, Analysts (where applicable) and Administration, providing mentoring, direction, and development support.
  • Collaborate with business unit QHSE leads, project managers, and corporate teams to ensure effective deployment of systems and compliance frameworks.
  • Promote a proactive culture of QHSE excellence and drive engagement across the organization through training, communication, and leadership.

Qualifications & Experience

  • Bachelor's degree in Occupational Health & Safety, Environmental Science, Quality Management, Engineering, or related discipline.
  • Minimum 6–8 years' experience in QHSE systems management roles, preferably in construction, infrastructure, rail or engineering sectors.
  • Demonstrated experience in leading ISO-compliant QHSE systems and maintaining accreditations with national bodies (e.g., OFSC, TAO, ONSR, etc.).
  • Advanced understanding of WHS and environmental regulations and best practices.
  • Proven capability in digital systems governance, data analytics (e.g., Power BI), and system improvement projects.
  • Strong interpersonal, project management, and leadership skills, with a track record of delivering results in a complex environment.
