HSE Superintendent

Deliver a sustainable future with WA's landmark urea project!

 

Clough, as part of a Joint Venture with Saipem, is delivering Project 'CERES' — a landmark urea plant for Western Australia, set to be the largest of its kind in Australia and one of the largest in the world. The plant will install the most sustainable production processes and is expected to generate 2,000 jobs during the construction phase, delivering sustained benefits to the local community through career, training and business opportunities.

We are currently searching for a HSE Superintendent on a 19:9 rotation to join the Health, Safety and Environment team at our Karratha construction site. Reporting to the HSE Manager, you will provide operational HSE supervision across designated work areas, translating the project HSE strategy into effective day-to-day field performance.

Responsibilities

 

  • Supervise and coordinate the day-to-day delivery of HSE activities across allocated site areas, providing visible and active field leadership.
  • Coach and mentor HSE Advisors and site supervisors to embed proactive safety behaviours and close-out field-level observations.
  • Lead the implementation of the project HSE Management Plan, Work Method Statements, and Safe Work Procedures at the field level.
  • Facilitate pre-start meetings, toolbox talks, take-5 reviews, and Job Hazard Analyses (JHAs) with site crews.
  • Conduct regular field inspections, critical control verifications, and housekeeping audits — record findings and drive prompt close-out.
  • Investigate incidents and near-misses in accordance with project procedures; prepare detailed incident reports and corrective action plans.
  • Monitor and report on HSE leading and lagging indicators for assigned work areas; escalate trends and systemic issues to the HSE Manager.
  • Liaise with subcontractor HSE representatives, reviewing SWMS and JSAs prior to works commencing, and monitoring compliance in the field.
  • Support the delivery of site HSE inductions, competency checks, and ongoing training programs.
  • Assist in the preparation and review of HSE documentation including risk registers, management plans, and procedures.
  • Participate in emergency response activities and drills, providing HSE expertise to the site emergency management team.
  • Ensure full compliance with the OSH Act 1984 (WA), project HSE standards, and client contractual requirements.

Key Requirements

 

  • Cert IV in Occupational Health and Safety (minimum); Diploma or Degree preferred.
  • Minimum 7 years' HSE experience, with a strong background in a supervisory or superintendent role on major construction, oil & gas, or resources projects.
  • Sound working knowledge of the OSH Act 1984 (WA), relevant Australian standards, and codes of practice.
  • Experience facilitating incident investigations and developing corrective action plans.
  • Competency in HSE reporting platforms and document management systems.
  • Strong interpersonal, communication, and coaching skills.
  • Ability to work a 19:9 rotation to site.
